B.L Agrawal : Empowering Through Education

As Principal Secretary of Higher Education, Dr. B.L. Agrawal envisioned education as the bridge between aspiration and empowerment. He believed that only through education could Chhattisgarh unlock the potential of its youth.

Under his leadership, the state’s Gross Enrolment Ratio (GER) witnessed steady improvement. Through the RUSA Programme, Dr. Agrawal ensured that colleges and universities across Chhattisgarh received massive infrastructural upgrades. Laboratories, libraries, and new academic blocks were sanctioned on an unprecedented scale.
He championed the NAAC accreditation process, pushing institutions toward quality and accountability. For the first time, several government colleges in Chhattisgarh earned “A Grade” accreditation, bringing pride to the state’s education system.
His personal academic excellence — holding a Ph.D. on “Women Empowerment in Chhattisgarh” and an MBA in Finance — reflected his deep respect for learning. He believed that education should not only inform but also transform.
Dr. Agrawal’s approach was holistic — combining quality, inclusivity, and access. His efforts helped create a generation of educated, confident, and capable youth — the true architects of Chhattisgarh’s tomorrow.
