A Champion of Labour and Welfare Reforms

As Labour Secretary, Dr. B.L. Agrawal’s work focused on the often-overlooked segment of the workforce — the unorganized labourers. His landmark initiative, the creation of the Chhattisgarh Karmkar Mandal, became a lifeline for lakhs of workers across the state.

The Mandal, formed under his vision, mobilized resources to provide healthcare, insurance, and welfare benefits to labourers previously excluded from social protection. It grew into one of the most effective welfare institutions in the state.

Dr. Agrawal also implemented several labour reforms with long-term impact, ensuring dignity and fair treatment for workers. His participation in an ILO training programme in Turin, Italy, further strengthened his understanding of international best practices in labour governance.

His approach to policy was deeply human. He believed that governance must begin at the grassroots and that economic progress meant nothing if the poor remained voiceless. His reforms in the Labour Department echoed that belief — practical, humane, and transformational.
